Mott MacDonald has a proven record of supporting public bodies in rethin-king their strategic positioning to achieve performance improvements and satisfy their specific requirements, needs and strategic objectives. Our assignments for central and local government in the last few years have given us intimate working knowledge of public sector bodies and the sensitivities involved, especially where it’s important to achieve efficiency gains while improving service delivery.


Our range of strategic consultancy and technical expertise covers the full spectrum of local authority services. And through our work with central government we understand and can interpret the drivers required to deliver the efficiency programme. Through our successful partnerships, frameworks and term commissions we are currently assisting public and private sector customers to develop their approach to continuous improvement and value for money within their businesses.

Maximising efficiency gains

Local authorities and other public sector bodies have been using our unique set of skills, experience and resources through the Regional Centres of Excellence (RCEs), or directly, to help them to achieve the efficiency agenda set by central government of 2.5% savings per annum. Here are some examples:
  • Through the RCEs local authorities are able to obtain a procurement best practice guide specifically for local authorities which we have prepared for 4ps (Public Private Partnership Programme)
  • Local authorities will also have access to the results of a pilot study we carried out for Defra to test the hypothesis that savings can be made by aligning waste services contracts and achieving economies of scale through procurement
  • Our previous studies, based on Norfolk County Council, demonstrated that 12% savings could be made by procuring waste services through a single administrative framework
  • Mott MacDonald’s innovative Network Condition Index helped Portsmouth City Council to optimise their highway management to achieve an affordable and sustainable level of service in compliance with Best Value
  • Our Strategic partnership with Norfolk County Council is achieving savings of £1m per annum through value engineering, innovation and procurement
This shows that Mott MacDonald already has a strong presence at a local government as well as central government level.
