onald was appointed by Carmarthenshire County
Council to lead the Council through its review of its Council
properties ‘voids’ process, to ensure Council properties are
repaired and re-used as quickly as possible once they are vacated
by an existing tenant. The review examined the working relationship
between a wide range of stakeholders including Housing, Social
Care, Property
Leading
Carmarthenshire CC through a review of its
propertiesServices and the Contractors; and through a
systematic approach and series of interactive workshops, identified
over a hundred issues and areas of improvement. This early stage of
the process assisted the Council develop:
- An agreed Stakeholder Map
- An extensive list of issues and process improvement ideas;
and
- An increased level of interest and sense of joint ownership for
improving the voids process
The Council was keen to take ownership of the process and as a
result Mott MacDonald supported the Council by mapping out the
future stages using simple ‘step by step’ flow diagrams. This
allowed the Council to drive the process with ongoing support from
Mott MacDonald.

This collaborative approach should lead to:
- Increased Knowledge Sharing, Team Working and Ownership
- Improved Links to other Council Strategies; and
- Improved Quality of Workmanship and Services
As result of the success of this commission, Mott MacDonald has
been approached to assist deliver efficiency savings in other areas
of the service
