In June 2005 Mott MacDonald was appointed by Carmarthenshire
County Council, through its Design Partnership, to act as Strategic
Advisor for the Council’s largest ever strategic project. The role
involves managing the refurbishment of 10,000 properties to achieve
the Welsh Housing Quality Standard (WHQS) by 2015, with an
anticipated investment of £235 million.
Since the commencement of the project, Mott MacDonald has assisted
the council by:

- Setting up a programme governance structure
- Setting up an in-house programme management team
- Setting up robust project management systems, QA systems
and communication & consultation strategy
- Developing a Strategic Programme for the programme
- Organising joint training through Mott MacDonald on
‘PRINCE2 Proejct Management methodology’. Both the Council’s
Programme Manager and Assistant Programme Manager are now qualified
PRINCE2 practitioners
- Providing Advisory Papers on key issues affecting the
programme
- Developing an Outline Business Case
- Developing an Asset Management Strategy for all
Properties, Land and Garages in the social housing portfolio (to
assist with implementation during 2007/08)
- Providing assistance to develop the programme’s Asset
Management Database and imbed it into the Council’s existing
systems
- Providing strategic advice and guidance to the Council’s
in-house Programme Managers
- Identifying and assisting in the release of £10.5m worth
of land for sale
- Undertaking a business improvement review of poor
performing housing services
- Providing technical advice
- Providing cost consultancy advice
- Providing risk management advice
