As part of the 2007 Comprehensive spending review the New Place
Survey was launched with the aim to replace the Best Value
Performance Indicators (BVPIs).

As part of the new performance framework for local
government, the survey, to be introduced from April 2008 provides a
single set of indicators reflecting national priorities across
government.
Twenty indicators are proposed through this single survey
administered by local authorities to gather and track local
people’s views, experiences and perceptions so that solutions can
reflect local views and preferences drastically reducing the
current 198 BVPIs which are currently set for local
authorities.
A handbook, entitled
‘National Indicators for Local Authorities
and Local Authority Partnerships: Handbook of Definitions’ has
recently been published for consultation containing all details of
the indicators.
The new place survey aims to provide a stronger role for local
authorities to lead their communities, shape their areas and
respond to local needs. It also allows more space for local
authorities and other local service providers to innovate and
respond to these local needs.
The 20 indicators set are outlined below:
- NI 1 - Cohesion
- NI 2 - Belonging
- NI 3 – Civic Participation
- NI 4 – Influencing Decisions
- NI 5 – Overall satisfaction with area
- NI 6 – Participation in Volunteering
- NI 10 – Museums and Galleries
- NI 17 – Anti-social behaviour (perceptions)
- NI 21 – Anti-social behaviour (dealing with)
- NI 22 – Responsible parenting
- NI 23 – Respect and Consideration
- NI 27 – Anti-social behaviour (seeking views)
- NI 37 – Civil Protection
- NI 41 – Drunk / rowdy behaviour
- NI 42 – Drug use / dealing
- NI 119 – Health and Well-being
- NI 137 – Healthy Life Expectancy (over 65)
- NI 138 – Home/Area Satisfaction (over 65)
- NI 139 – Independent Living
- NI 140 – Fair Treatment
Mott MacDonald recently hosted the North West Regional Consultation
Event on the New Place Survey on Thursday 24th January 2008 at the
Royal Liver Building in Liverpool. The event provided a forum for
over 30 local authorities to give their views of the survey to the
Department for Communities and Local government. To view the
